This chapter covers vegetable plaiting materials and vegetable products not specified or included elsewhere in the tariff. Materials such as bamboo, rattan, reeds and osier remain here even when split, sawn lengthwise, rounded at the ends, bleached, rendered non-inflammable, polished or dyed. Vegetable materials or fibres used mainly for textile manufacture, however, belong to Section XI rather than here.
